A prospective member may file an application for membership with the Steering Committee after attending two consecutive membership meetings. The Steering Committee shall investigate the applicant and make a recommendation to the Chair within sixty (60) calendar days.

Every four years, during the Presidential Campaign cycle, those who wish to run to become an Elected Member may file to be on the ballot.
Members who are elected represent the Democrats in their voting precinct (Precinct Committeewoman and Precinct Committeeman) . These are often referred to as Precinct Captains who help organize and provide outreach in their home precinct.
